No doubt literacy and education plays a vital role in social, cultural and economic development of a country. The countries achieving high literacy rate have witnessed progress and prosperity in all spheres of life. In order to meet the existing global challenges of socio economic development, it is inevitable that every out of school child and illiterate adolescent / adult is provided facility of literacy and basic education. This may lead to the development of a beneficial human resource.
I would like to reiterate that human resource development is the cornerstone of all policies of present regime. Our government is aimed at improving and strengthening the literacy and non-formal basic educational facilities for accelerating the current literacy rate. Formulation and finalization of Punjab Non Formal Education Policy 2018 would pave way for strengthening of Literacy & Non Formal Basic Education Department leading to development of institutions catering the needs of our of school children and illiterate / adolescent adults in Punjab. I implore all public and private organizations to come forward and take an active role in this endeavour of socio-economic development of the province. I pray to Allah to provide us with the strength and tools we need to ensure every child is in school and every citizen is literate.

We are living in an age of globalization, knowledge workers and knowledge societies. Through the expanding frontiers of knowledge, the world is on electronic super highway, witnessing new innovations and inventions everyday. Literacy is the first stepping stone for everything good in the lives of individuals and nations. It is almost a truism that education trampolines economic growth and development. The advancement in science and technology will be a far cry and a dream only without education and knowledge. Without competitive contemporary knowledge, there is every chance that individuals and nation states will be automatically marginalized.
Literacy is vital to economic development as well as individual and community wellbeing. Literacy and life skills open the doors to more educational and employment opportunities so that people are able to pull themselves out of poverty and unemployment trap. Literacy is much more than reading and writing skills; it is about understanding the life.
Access to quality and affordable education to all is not only a fundamental right, but also enshrined into our constitution. Literacy & Non Formal Basic Education Department is striving to provide literacy through non formal education to all marginalized segments of the society at their doorsteps to contribute in achieving the global Sustainable Development Goal (SDG) 4 on Education that ensures equitable quality education. We are committed that all out of school children will be given an equal access to free and quality education. We hone the young brains and equip them with the life skills to meet the challenges of the new world.
Our vision is to impart literacy and spread the light of education all around, thus Literacy & Non Formal Basic Education Department will continue to work untiringly to make Punjab a literate and progressive province.
